On the Issue of the Effectiveness of the Occupational Safety Management System by Improving the Professional Competence of Specialized Specialists

Abstract
This paper presents the results of an experiment assessing changes in the state of an occupational health and safety management system at an enterprise with low management motivation compared to an effectively functioning system by improving the professional competence of occupational health and safety specialists.
The paper characterizes the state of this system at the beginning and end of the experiment. The professional competence of occupational health and safety specialists at the enterprise was assessed using the author's method based on input criteria.
The increase in the professional competence of the subject matter specialist yielded the following results: an expansion of the list of production factors assessed; an increase in the proportion of employees who completed "real" rather than "formal" training and knowledge assessment; a solution to the problem of providing workers with effective personal respiratory protective equipment; and the participation of occupational health and safety specialists in thematic professional events.
